Group Senior Project Controls Manager
Rami Basheer is a senior commercial and cost management professional with over 15 years of experience in project management, cost control, commercial administration, and project controls across large-scale transportation, infrastructure, and strategic construction projects in Qatar, Saudi Arabia, Iraq, and the wider region.
He currently serves as Group Head of Cost Control at Elegancia C&I Group (Estithmar Holding), where he leads cost governance, budgeting, forecasting, and performance monitoring across multi-country portfolios. His expertise includes budget development, earned value reporting, cash flow forecasting, cost risk management, value engineering, claims, and contract administration, with close engagement at executive level.
Rami holds an LLM in Construction Law and Arbitration from Robert Gordon University (UK) and a Bachelor’s degree in Civil Engineering. He is a Member of the Chartered Institute of Arbitrators (MCIArb) and brings a strong combination of technical, commercial, and legal expertise to managing complex project financial and contractual risks.
